While U.S. media coverage remains subdued, anxiety is rapidly escalating across specific U.S.<\/em> industrial sectors and among officials in the Trump administration. Now, a central<em> European trade body has gone on the record: China\u2019s April 4 export restrictions on critical rare earth elements (REEs) are throttling supply chains, forcing manufacturers in multiple sectors to halt production. <a href=\"https:\/\/www.europeanchamber.com.cn\/en\/press-releases\/3720\/statement_on_the_european_commission_s_decision_to_restrict_chinese_firms_access_to_eu_procurement_contracts_under_the_international_procurement_instrument_ipi_\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">The European Chamber of Commerce in Chin<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>a has convened emergency meetings with Beijing\u2019s Ministry of Commerce in a desperate attempt to contain the fallout.<\/em><\/p>\n\n\n\n<p>According to <a href=\"https:\/\/www.linkedin.com\/in\/adam-dunnett-82a1615a\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Adam Dunnett<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> via a <em><a href=\"https:\/\/www.scmp.com\/news\/china\/diplomacy\/article\/3312953\/eu-industry-could-grind-halt-over-chinas-rare-earth-restrictions\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">South China Morning Post<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a><\/em> interview, the Chamber\u2019s Secretary General, China\u2019s Ministry is overwhelmed by thousands of export license applications. Only a handful have been approved, leaving key sectors\u2014especially automotive, high-tech electronics, and defense-related manufacturing\u2014struggling to move forward. \u201cSome companies have had to stop production,\u201d said Dunnett, who is also vice-chair of the <a href=\"https:\/\/eboworldwide.eu\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">European Business Organisation<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Stance<\/h2>\n\n\n\n<p>According to a <a href=\"https:\/\/www.europeanchamber.com.cn\/en\/press-releases\/3720\/statement_on_the_european_commission_s_decision_to_restrict_chinese_firms_access_to_eu_procurement_contracts_under_the_international_procurement_instrument_ipi_\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">press release<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> today from Europe\u2019s trade mission in China:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><em>\u201cA lack of fair access to government procurement in China has been a longstanding issue for European companies operating in the country. It has been a key advocacy topic for the European Chamber\u2019s Healthcare Equipment Working Group since the launch of the\u00a0<a href=\"https:\/\/www.europeanchamber.com.cn\/en\/china-manufacturing-2025\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">China Manufacturing 2025<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>\u00a0initiative in 2015, which included market share targets for domestic high-end medical devices. In the European Chamber\u2019s\u00a0<a href=\"https:\/\/www.europeanchamber.com.cn\/en\/publications-archive\/1278\/Business_Confidence_Survey_2025\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Business Confidence Survey 2025<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>, 100 per cent of respondents in the medical devices sector reported missing business opportunities in China in 2024 due to market access and regulatory barriers, with \u2018discrimination against foreign-invested enterprises in public procurement\u2019 the top regulatory obstacle faced.<\/em> <\/p>\n\n\n\n<p><em>While we urge caution in the application of trade defence tools, the European Chamber supports the end goal of this action, which is to ensure that European companies have the same access to China\u2019s procurement market as Chinese companies enjoy in Europe. The Chamber encourages both parties to work to achieve a negotiated solution, and stands ready to work with interlocutors from both the EU and China to achieve this endeavor.\u201d<\/em><\/p>\n<\/blockquote>\n\n\n\n<h2 class=\"wp-block-heading\">Restrictions Announced After Launch of Trump Trade War<\/h2>\n\n\n\n<p>The export licensing requirement\u2014covering seven strategic REEs (dysprosium, gadolinium, lutetium, samarium, scandium, terbium, and yttrium) and several rare earth magnets\u2014was introduced just two days after U.S. President Donald Trump announced sweeping reciprocal tariffs. Though intended as retaliation against the U.S., European firms are now caught in the crossfire, and hence the panic and waves of meetings.<\/p>\n\n\n\n<p>Of particular concern is the German automotive sector, where, as <em><a href=\"https:\/\/rareearthexchanges.com\/news\/germanys-auto-lobby-issues-rare-earth-warning-but-wheres-the-plan\/\">REEx reported yesterday<\/a><\/em>, Hildegard M\u00fcller, head of the German Association of the Automotive Industry, warned that \u201cproduction delays and even outages can no longer be ruled out.\u201d Despite a trickle of recent license approvals, the supply remains inadequate for large-scale operations.<\/p>\n\n\n\n<p>Some European applicants report that China\u2019s licensing process is not only slow but also intrusive, requiring them to disclose sensitive intellectual property. Many firms are reluctant to comply, fearing IP leakage, even as production comes to a standstill.<\/p>\n\n\n\n<p>The tension comes just weeks before a high-stakes EU-China summit scheduled for July 24 in Beijing. EU Trade Commissioner <a href=\"https:\/\/x.com\/marossefcovic?lang=en\" target=\"_blank\" class=\"external-link\" rel=\"noopener noreferrer\">Maros Sefcovic<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> met with Chinese Commerce Minister <a href=\"https:\/\/en.wikipedia.org\/wiki\/Wang_Wentao\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Wang Wentao<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> in Paris this week, discussing \u201cpressing bilateral issues of crucial importance to EU industry,\u201d according to an EU statement. The bloc has issued multiple formal protests (\u201cdemarches\u201d) and is pressing for immediate relief.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Troubles in Europe<\/h2>\n\n\n\n<p><a href=\"https:\/\/en.wikipedia.org\/wiki\/Jorge_Toledo_Albi%C3%B1ana\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Jorge Toledo,<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> the EU\u2019s ambassador to China, blasted the controls as a breach of a Geneva agreement reached last month. \u201cIt\u2019s not happening,\u201d he said. \u201cChina is adding an extremely bad measure to the 1,058 market-access barriers already identified by the EU Chamber,\u201d as reported in the <em>South China Morning Post<\/em>.<\/p>\n\n\n\n<p>The rare earth squeeze has become a flashpoint in EU-China relations, exposing the strategic vulnerability of Europe\u2019s clean-tech and defense industries. As Washington and Beijing trade geopolitical blows, Europe risks becoming collateral damage.<\/p>\n\n\n\n<p>The day of reckoning is here.
