In April, Beijing imposed a new \u201cdual-use\u201d export licensing regime for <a class=\"wpil_keyword_link\" href=\"https:\/\/rareearthexchanges.com\/news\/critical-minerals-20\/\" title=\"China\u2019s Rare Earth Export Controls Spark Industry Alarm, NioCorp Urges U.S. Supply Action\" data-wpil-keyword-link=\"linked\" data-wpil-monitor-id=\"101891\">critical minerals<\/a>, forcing Chinese suppliers to seek approval <em>for each shipment<\/em> and submit extensive documentation on the intended end-use and buyers.<\/p>\n\n\n\n<p>Companies report they must divulge highly sensitive technical details \u2013 such as magnet designs and customer information, including supply chain intelligence\u2013 to obtain export clearance.<\/p>\n\n\n\n<p>\u00a0One industry insider communicated with REEx on condition of anonymity, likening these requirements to <em>industrial espionage<\/em> by paperwork, as Beijing gathers commercial intel under the guise of compliance. Despite Chinese officials insisting they are \u201cspeeding up\u201d license approvals for \u201ccompliant\u201d applications, many Western firms still struggle to secure supplies. Simply put, China\u2019s bureaucracy can still stall or deny exports at will, especially if a buyer refuses to hand over proprietary data.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u201cLiberation Day\u201d to London: How We Got Here<\/h2>\n\n\n\n<p>This rare-earth truce comes after months of escalating trade salvos. In May, China\u2019s shipments of rare earth magnets to the U.S. reportedly declined markedly year-over-year, despite the deal.<\/p>\n\n\n\n<p>Automakers, clean energy companies, and defense suppliers find themselves <em>\u201cliving hand-to-mouth,\u201d<\/em> scrambling to redesign products or pay premium prices to keep production lines running. As one U.S. importer put it, keeping factories open has become an expensive game of \u201climping along\u201d week-to-week.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China\u2019s Rare Earth Monopoly Remains Unshaken<\/h2>\n\n\n\n<p>From an investor\u2019s perspective, the rare earth ceasefire is a relief, but a <em>temporary<\/em> one. By dangling partial access to rare earths, Beijing achieved a pause in U.S. tariff pressure <em>without<\/em> relinquishing its long-term leverage. As Trump celebrates a deal \u201cdone,\u201d experts caution that this is not a true supply chain solution \u2013 it\u2019s a precarious <em>pause<\/em> in a continuing battle. Until alternative refining capacity comes online, Beijing holds the high ground in any rare earth showdown. In short, the rare earth saga isn\u2019t over \u2013 and China knows it.<\/p>\n\n\n\n<p>In short, China holds the high ground\u2014and they know it. The so-called \u201cpause\u201d in rare earth tensions is not a solution; it\u2019s a geopolitical illusion. If the United States is serious about energy security, industrial independence, and military readiness, then a comprehensive policy for rare earth and critical minerals is not optional\u2014it\u2019s existential.<\/p>\n\n\n\n<p>It cannot be piecemeal or pegged to market whims. It must be aggressive, whole-of-government, and unapologetically strategic, covering multiple friendly nations.<\/p>\n\n\n\n<p>We don\u2019t need more incentives buried in trade bills\u2014we need a Critical Minerals Czar with the authority, budget, and mandate to drive coordination across the entire supply chain in collaboration with nations around the world: from exploration and extraction, to refining and separation, to magnet manufacturing and finished goods integration. This includes funding for university R&amp;D programs, trade school pipelines, recycling innovation, and substitution technologies such as non-rare-earth permanent magnets. Without this full-spectrum policy, America will remain exposed, reactive, and one Beijing export control away from another manufacturing crisis.<\/p>\n\n\n\n<p>This isn\u2019t a \u201cnice to have.\u201d It\u2019s a must-have. And it should have been in the Big Beautiful Bill.
