Yet the journey \u201cfrom mine to magnet\u201d is overwhelmingly dominated by China, which controls about 90% of global rare earth magnet production. For investors, this choke point in the supply chain is both a risk and an opportunity. China\u2019s near-monopoly means any disruption or export curb can send shockwaves through industries, while new Western and allied magnet projects promise to loosely challenge that dominance in the coming years. This article examines China\u2019s grip on magnet manufacturing, the nascent ex-China magnet industry (in Japan, South Korea, Europe, and the U.S.), and why magnets \u2013 more than mines \u2013 may be the real rare earth bottleneck for investors to watch.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">China\u2019s Magnet Monopoly and State Backing<\/h2>\n\n\n\n<p>China is <em>by far<\/em> the largest producer of rare earth magnets, benefiting from decades of vertical integration and state support. This tight integration is no accident \u2013 China has consolidated its rare earth mining sector under just two giant state-owned groups (<a href=\"http:\/\/www.creh.com.hk\/eng\/index.htm\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">China Rare Earth Group<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> and <a href=\"https:\/\/www.reht.com\/index\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">China Northern Rare Earth Group<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> along with players like <a href=\"http:\/\/www.minmetals.com\/english\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">China Minmetals<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> and <a href=\"http:\/\/www.shengheholding.com\/news.aspx?t=12\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Shenghe Resources<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>) for tight quota control. These conglomerates ensure Chinese magnet manufacturers have a secure supply of key oxides (NdPr, Dy, Tb), often at lower costs than foreign rivals.<\/p>\n\n\n\n<p>Thanks to this ecosystem, China not only produces the most magnets, but also sets the technological pace. For example, as this outlet has <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-regional-snapshot-of-the-global-rare-earth-magnet-market-amid-chinas-dominance\/#:~:text=China%20remains%20the%20overwhelming%20leader%2C,However%2C%20mounting%20geopolitical%20risks%20and\">reported<\/a>, China has rapidly expanded output of high-performance sintered NdFeB magnets (exporting over 58,000 tonnes in 2024) and is home to cutting-edge research in new magnet alloys. At the same time, Beijing hasn\u2019t hesitated to wield its dominance as a geopolitical tool. From the 2010 rare earth embargo on Japan to the 2024\u201325 export controls on magnet alloys and heavy rare earth elements, China has signaled that it can squeeze supply when its strategic interests are at stake. Western manufacturers felt this acutely when Chinese export restrictions on Dy\/Tb in 2024 caused <em>immediate<\/em> disruptions for automakers and wind turbine producers.\u00a0 Rare Earth Exchanges learned from sources within the military that contactors in the weapons development business experienced delays due to China\u2019s export controls after \u201cLiberation Day\u201d and ensuing trade tiffs from April through the summer of this year.<\/p>\n\n\n\n<p>For investors, China\u2019s magnet monopoly presents a two-sided story. On one hand, Chinese companies (many state-linked) enjoy scale and cost advantages that make them formidable competitors. On the other hand, mounting geopolitical risk is spurring a global drive to build alternative magnet supply chains \u2013 a trend that could create new winners (and losers) outside China. The real bottleneck is not finding rare earths in the ground \u2013 it\u2019s turning them into magnets at a commercial scale without Beijing\u2019s help.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Nascent ex-China Magnet Supply Chain<\/h2>\n\n\n\n<p>Ex-China magnet production is finally starting to take shape, albeit from a very small base as <a href=\"https:\/\/rareearthexchanges.com\/rare-earths\/#:~:text=Western%20response%20to%20China%E2%80%99s%20domination%3A\">REEx has reported<\/a>.<\/p>\n\n\n\n<p>Key U.S. allies and partners \u2013 notably Japan, South Korea, Europe, and the United States as well an \u201c<a href=\"https:\/\/rareearthexchanges.com\/news\/the-quad-unites-on-critical-minerals-a-new-global-supply-chain-alliance-to-challenge-chinas-dominance\/\">The Quad<\/a>\u201d \u2013 have launched initiatives to produce magnets domestically or within friendly nations. Each region brings different strengths and faces unique challenges.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Japan: High-Tech Legacy, Limited Expansion<\/h2>\n\n\n\n<p>Japan historically has been the most sophisticated magnet producer outside China. Japanese researchers <em>invented<\/em> the NdFeB magnet in the 1980s, and Hitachi Metals (<a href=\"https:\/\/www.proterial.com\/e\/corp\/history.html\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">recently renamed Proterial in 2023<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>) long held the foundational patents on NdFeB technology. Those patents (which expired by 2014) gave Japan a head start in know-how. Today, Japan manufactures an estimated 4,500 tonnes of NdFeB magnets annually \u2013 the <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=Japan%20produces%20the%20bulk%20of,opens%20in%20a%20new%20tab\">bulk of non-Chinesesupply<\/a>.<\/p>\n\n\n\n<p>Major players include Proterial and <a href=\"https:\/\/www.shinetsu.co.jp\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Shin-Etsu Chemical<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> (4063.T), \u00a0which make high-performance magnets for Toyota, Honda, and the electronics sector.<\/p>\n\n\n\n<p>Japanese magnets are renowned for quality and advanced materials engineering. For instance, Hitachi\/Proterial pioneered techniques to use less neodymium or substitute cheaper elements without much performance loss. Toyota has even commercialized magnets that partially substitute neodymium with lanthanum\/cerium to reduce reliance on scarce Dy\/Tb. However, Japan still depends on China for most of its rare earth oxide feedstock. Despite government stockpiling and R&amp;D, Japan has not built major new magnet factories in 2024\u201325 \u2013 instead, it focuses on incremental improvements and overseas partnerships. Japanese firms are <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=Magnetics%20Business%20and%20Technology%20,in%20a%20new%20tab\">investing in recycling<\/a> (e.g. co-funding a French magnet recycling plant) and in overseas ventures rather than large expansions at home. Bottom line: Japan\u2019s magnet industry remains a template for high-end production, but growth in capacity has been modest, constrained by raw material supply and cost factors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">South Korea: JVs and Upstream Ambitions<\/h2>\n\n\n\n<p>South Korea is a newer entrant in rare earth magnet manufacturing. One notable project is <a href=\"https:\/\/www.poscointl.com\/eng\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">POSCO International<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> (047050.KS) and its <a href=\"https:\/\/newsroom.posco.com\/en\/posco-international-establishes-china-excluded-supply-chain-for-rare-earth-magnets\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">joint venture<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> with Korea\u2019s <a href=\"https:\/\/sgtech.co.kr\/home_en\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Star Group Ind. Co., Ltd<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> to build a 3,000 t\/yr NdFeB magnet plant \u2013 not only in Korea, but in the United States.<\/p>\n\n\n\n<p>POSCO, better known as a steelmaker and trading company, already supplies magnets for Vietnam\u2019s <a href=\"https:\/\/vinfastauto.us\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">VinFast EVs<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> and sees an opportunity to expand in North America by leveraging free-trade agreements (for U.S. EV tax credits) as <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=tab%29%20www\">REEx has reported<\/a>.<\/p>\n\n\n\n<p>This planned U.S. magnet factory (site under consideration in Texas, Tennessee or Arizona) underscores South Korea\u2019s strategy: invest abroad to secure markets, while building domestic competency via partnerships. At home, Korean conglomerates like <a href=\"https:\/\/www.lgcorp.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">LG Corp<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> (003550.KS) and Hanwha Corporation (000880.KS)are investing in rare earth processing and magnet recycling technologies, in <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=increase%20IRA%20tax%20credit%20eligibility,\">some cases in collaboration<\/a> with U.S. defense programs. South Korea doesn\u2019t yet have a large-scale magnet producer of its own aside from the mentioned JV partner (Star Group again focusing on NdFeB supply). However, by plugging into allied supply chains \u2013 for example, Korea hosts an <a href=\"https:\/\/asm-au.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Australian Strategic Materials (<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>ASM) plant making NdFeB alloy and <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=collaboration%20with%20U,other%20inputs%20needed%20for%20magnets\">supplies that to U.S. magnet makers<\/a> \u2013 South Korea is positioning itself as a critical upstream player. We may see Korean-led magnet production later this decade, backed by the country\u2019s robust electronics and automotive sectors.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Europe: Building Capacity and Focusing on Alloys<\/h2>\n\n\n\n<p>Europe has moved aggressively in 2024\u20132025 to establish regional magnet production, mixing state aid with private investment. A marquee project is <a href=\"https:\/\/www.neomaterials.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Neo Performance Materials\u2019<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> (NEO:CA) new NdFeB magnet block plant in Estonia (EU\/NATO territory). Neo (a Toronto-listed company with global operations) started constructing this plant in mid-2023, targeting 2,000 t\/yr magnet capacity by 2025 according to <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=Neo%20Performance%20Materials%20%28Toronto,5%20million%20EVs%20per%20year\">reporting by REEx<\/a> and potentially 5,000 t\/yr with a planned second phase. This facility \u2013 one of Europe\u2019s first large-scale magnet plants in decades \u2013 will serve EV and wind turbine makers with \u201clocal-for-local\u201d magnets, reducing dependence on Chinese imports. Neo even acquired a UK magnet component maker (SG Technologies) to deepen its supply chain. A subsidiary of the group, e-VAC Magnetics, is building a <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/\">magnet production plant in South Carolina, USA<\/a>.<\/p>\n\n\n\n<p>Germany is emerging as a magnet hub, emphasizing recycling and integration with its auto industry. For example the global, family-owned technology company <a href=\"https:\/\/www.heraeus-group.com\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Heraeus Group<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> has built Europe\u2019s largest magnet recycling facility in Germany, aiming to supply 30% of Europe\u2019s magnet needs with recycled material as <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-regional-snapshot-of-the-global-rare-earth-magnet-market-amid-chinas-dominance\/#:~:text=Europe%20is%20focusing%20on%20sustainability,Reuters\">cited by this outlet<\/a>.<\/p>\n\n\n\n<p>Several medium-sized German firms (e.g. <a href=\"https:\/\/magnete.de\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">MS-Schramberg<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>, <a href=\"https:\/\/tridelta-magnetsysteme.de\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Tridelta<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>, <a href=\"https:\/\/www.rheinmagnet.com\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Rheinmagnet<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>, <a href=\"https:\/\/magnetfabrik.de\/en\/home\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Magnetfabrik Bonn<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>) produce specialty magnets or assemblies as <a href=\"rareearthexchanges.com\">reported by REEx<\/a>.<\/p>\n\n\n\n<p>More significantly, <a href=\"https:\/\/www.gknpm.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">GKN Powder Metallurgy<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> (a unit of UK\u2019s <a href=\"https:\/\/www.dowlais.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Dowlais Group<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a>) announced plans to set up 4,000 t\/yr of magnet capacity across Europe and North America <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=GKN%20Powder%20Metallurgy%20,supplier%20to%20enter%20magnet%20production\">wordpress-1542803-6000058.cloudwaysapps.com<\/a>. GKN opened a pilot line in Germany in early 2025 and signed an MoU with auto-parts giant Schaeffler to collaborate on magnets for EV motors <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=GKN%20Powder%20Metallurgy%20,enter%20magnet%20production%20at%20scale\">wordpress-1542803-6000058.cloudwaysapps.com<\/a>. Because GKN (via Dowlais (DWL.L)) is publicly traded, it offers investors a direct exposure to this venture.<\/p>\n\n\n\n<p>Europe is also investing in upstream steps like alloy production. The UK\u2019s <a href=\"https:\/\/lesscommonmetals.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" class=\"external-link\">Less Common Metals<span class=\"sr-only\"> (opens in a new tab)<\/span><\/a> (LCM), a rare earth alloy producer, is <a href=\"https:\/\/rareearthexchanges.com\/news\/rare-earth-magnet-production-outside-china-recently-investor-briefing\/#:~:text=Less%20Common%20Metals%20,plant%20in%20Lacq%2C%20southern%20France\">building a new \u20ac110 million plant in France<\/a> to make NdFeB magnet alloys.
